David Ogburn Senior Director of Public Policy

David provides thoughtful and well-researched advice to Capital Results’ clients on regulatory and legislative issues across a variety of industries. As a non-practicing attorney, he dives deep into proposed legislation, current Code and regulations to find ways to help clients navigate this complex environment. His experience ranges from telecommunications and technology to energy and healthcare. David brings decades of experience advocating for business clients before legislative bodies and regulatory agencies. Prior to joining Capital Results, David worked for Verizon Communications, first in their Legal Department and then as part of their State Government Affairs team. In his role at Verizon, David was responsible for the company’s relationship with the Virginia State Corporation Commission as well as policy development on regulatory and legislative matters. During his tenure, he regularly lobbied and testified before legislative committees and was instrumental in drafting, negotiating and passing landmark telecommunications legislation. David holds a Bachelor of Arts with honors in Economics and a Juris Doctorate, both from the University of Virginia. A Virginia native, he was raised on his family’s tobacco farm near McKenney, Virginia. ​

John Mohrmann Public Affairs Manager

​John serves in the areas of government affairs, strategic communication, grassroots advocacy, and research and analysis. He has a strong understanding of the Commonwealth’s political landscape, and provides clients with a clear comprehension of complex statutory and regulatory schemes. John works on state and national advocacy and communications initiatives for clients in a variety of industries—integrating coalition development, media outreach and management, and grassroots mobilization to influence public policy. He represents clients from the healthcare and financial sectors before the Virginia General Assembly. Prior to joining Capital Results, John worked as a contract attorney for several law firms in Richmond. John has worked for a Virginia state agency, several non-profit advocacy organizations, and a large mid-Atlantic government affairs consulting firm. While working for these entities, John served as an intermediary between stakeholders and policymakers, helping facilitate solutions backed by analytical research.

Ashley Messier Director of Public Affairs

​Ashley specializes in a variety of areas including media relations, public affairs, social media, government affairs and strategic communications. She manages communications campaigns and helps generate positive media coverage for several clients in the food and beverage, retail and development, technology industries. She also has extensive experience managing online communications and creating social media campaigns for public officials, political campaigns and clients in the private sector.

Ashley is able to help clients achieve their long-term or short-term goals by incorporating all aspects of public affairs, including media relations, grassroots, message development and building relationships with local government officials and organizations. She helps navigate development approvals and works with client’s government affairs and communications teams to create effective communication and issue campaigns to help meet the client’s needs. Ashley serves as a liaison between clients and media personnel as well as helping clients optimize their interactions with reporters and editors to ensure positive media coverage. She also assists in developing media materials and social media campaigns to guarantee the client’s message is consistent and distributed across all media channels.

Prior to joining Capital Results, Ashley served as a Senior Associate at a DC-based public affairs firm. She has also worked in the United States House of Representatives as press secretary for Congressman Connie Mack and Congressman Joe Walsh. During the 2012 election cycle, Ashley served as Deputy Communications Director for the Connie Mack U.S. Senate campaign in Florida.

Wm. Mercer May Public Affairs Manager

Mercer works in the areas of government affairs, research and analysis and strategic communication. With six sessions of General Assembly experience in the Commonwealth of Virginia, and working with local elected officials across Central Virginia, Mercer has a strong understanding of policy, process, and the people involved in high-level strategic decision-making in Virginia. Here at Capital Results, Mercer primarily works representing clients in the industries of healthcare, technology, local government, real estate, and energy.

Prior to joining Capital Results, Mercer worked in the offices of State Senators and Delegates, as well as with state agencies and institutions. These include the Attorney General’s Office, Virginia Commonwealth University, the Senate Majority Leader’s Office, and a large natural gas distribution company’s General Counsel Office. After attending law school at the University of Richmond, he represented developers and homebuilders in the Central Virginia region, working collaboratively with various stakeholders to find successful outcomes to highly technical and complex issues. He also worked with a large national law firm as a contract attorney. Mercer has represented clients in front of the Virginia General Assembly, local Boards and Councils, state commissions and agencies, and with various stakeholder groups. During this time, Mercer has developed specialties in government relations, navigating the regulatory system, mediation, research and analysis, communications, and advocacy.

In his spare time, you can find Mercer surfing, playing soccer, or enjoying one of the many excellent Richmond restaurants.

Charlie Kiefer Public Relations Manager

​Charlie serves in the areas of public relations, corporate communications and social media strategy for Capital Results clients. His prior communications experience includes working in law enforcement, healthcare, transportation, energy, education and political organizations. His background includes creating media pitches for national radio, television and print outlets, crisis communications, content creation, media relations, social media strategy and digital advocacy. At Capital Results, his areas of focus include transportation, non-profits, retail developments and other land-use projects.

A Midlothian native, Charlie joins the Capital Results team after working for a Richmond advertising and marketing communications firm, where he developed strategies and coordinated efforts for public relations, government affairs, social media and digital advocacy for national, local and Fortune 500 accounts in numerous types of different industries. He previously worked in Washington, D.C. for a public relations firm where he provided public relations counsel, political and business consulting services, crisis communications strategy for a variety of national profile clients ranging from former United States Senators to Fortune 500 companies.

Ted Kefalas Associate

​Ted works primarily in government affairs, grassroots advocacy, and coalition development. He utilizes established relationships with a variety of community leaders as well as local officials in order to assist different clients with their specific goals from the ground up. Additionally, Ted is responsible for social media management and analytic research to get the best understanding of the issue from a local perspective.

During his time with the firm, Ted has worked on grassroots campaigns in multiple states to generate support for several clients. He has also assisted in media relations throughout Virginia by working with various news outlets to help promote certain clients’ strategic goals. Through his extensive research, Ted has developed numerous detailed databases for specific regions throughout the country. These skills along with Ted’s previous experience and education help him to approach his clients’ issue with a distinct point of view.

In addition to his responsibilities with Capital Results, Ted is also currently active in campaign organizing on the local, state, and federal level. Prior to joining the team, Ted worked as a communications strategist at a public relations firm in Charlottesville, Virginia. A recent graduate of the University of Virginia with a double major in American Politics and Media Studies, Ted worked as an intern for Dr. Larry Sabato at the UVA Center for Politics and as an associate producer on a nationally broadcast television show, The Miller Center’s American Forum, while in school. During his four years, Ted was also a member of the Chi Phi Fraternity and served as a national student lobbyist for the Fraternal Government Relations Coalition.

Stephanie Kane Director of Public Affairs

​Stephanie manages integrated communications strategies for public affairs initiatives from the local level to the national stage, representing trade associations and corporate clients in the healthcare, transportation, technology and retail industries. Her experience includes developing and leading policy and advocacy campaigns to foster public and political support, crisis management, and building and protecting organizational reputation.

Stephanie specializes in issue-based strategic planning, messaging development, media relations, grassroots and grasstops advocacy, coalition development, and special event planning. She brings a journalism and advertising background to her work, giving her a keen sense of how to portray organizational voice to various third-party audiences in the public and government relations landscapes. She also develops content for earned media, paid advertising, legislative and public outreach, social media and websites. Stephanie helps build relationships between her clients and stakeholders such as civic and business groups, advocacy organizations, non-profits, trade associations and government entities, all while moving toward strategic and public policy objectives.

A Norfolk native, Stephanie rejoined the Capital Results team in 2015 after working for a Pittsburgh advertising and marketing agency, where she handled client service, project management and account coordination, and supported the public relations team with media relations and crisis communications. She previously worked for a national public affairs company on their AT&T account in North and South Carolina, where she focused on corporate communications and media relations. While in college, Stephanie interned for an Atlanta public relations firm on their hospitality, healthcare and real estate clients and was published in a local biweekly newspaper called the Carrboro Commons. Stephanie’s varied background has given her experience in business-to-business communications, government relations, public awareness campaigns and client service

Amy Jensen Office Manager

​Amy keeps the office running on all cylinders. She is more than Capital Results’ office manager; drawing on her years of experience in project and program management, she is responsible for overseeing project schedules for our digital strategies department. She also assists on grassroots activities and special projects. Her attention to detail, knack for anticipating the needs of everyone and ability to break down complex projects into manageable pieces are utilized daily.

Prior to joining Capital Results, Amy worked at AT&T for 20 years as a Senior Design Specialist before taking a few years off to spend more time raising her two daughters. She is a graduate of Randolph-Macon College where she majored in Economics and Business Administration. Amy lives in Williamsburg, Virginia with her husband.

​Steele moved to Richmond and joined Capital Results in January 2016. His main project areas include media relations, marketing and grassroots advocacy. He works with clients in a wide variety of fields ranging from healthcare and finance to arts and entertainment. With every client, he emphasizes ample research in order to better understand the client and to craft effective messages for them. Steele Develops communication plans and earned media strategies that have yielded great results for clients. He also assists in message development for grassroots initiatives at the local and statewide level. Before moving to Richmond, Steele worked on a campaign that successfully put a referendum to allow wine sales in grocery stores on Tennessee state election ballets in more than 80 localities. His prior experiences include working at two local public relations firms, a community magazine and Scripps Networks Interactive.

Kristopher M.A. Freeman Front End Developer & Designer

​A native of Park City, Utah, Kristopher is a seasoned web developer and graphic designer at Capital Results, where he helps our clients create powerful and effective web experiences to successfully achieve their public affairs objectives. Through the development of cutting-edge web sites, creative print advertising and engaging print materials, Kristopher translates our clients’ messages into compelling, multimedia products that have the power to persuade targeted audiences and shape public opinion.

Kristopher prides himself on being a full-stack developer, meaning he can take ideas from their conception to completion. He is well versed in many web languages – HTML, CSS, Java – as well as numerous development languages – PHP and Python. His skills cover many aspects of graphic design, web design, illustration and technical knowledge, and he continuously immerses himself in industry literature and trends to discover the most innovative and effective ways to communicate our clients’ messages.

Shawn Day Director of Public Affairs

​Shawn directs integrated communications strategies designed to raise political and public support for clients primarily in the healthcare, technology and energy industries. His background in journalism and understanding of complex public policies provide a unique perspective on crafting effective campaigns to help clients achieve their goals.

Shawn oversees media relations, stakeholder outreach and strategic communications to build coalitions and foster a favorable environment for clients’ business objectives. He manages clients’ relationships with news reporters and opinion leaders, as well as nonprofit groups, trade associations, public policy think-tanks, and civic and business organizations. Shawn has extensive experience conducting in-depth policy research and analysis, and he works with regulatory and government affairs teams to shape messaging, media strategy and other aspects of strategic communications plans.

Prior to joining Capital Results, Shawn worked at The Virginian-Pilot, where he served as the lead editorial writer on state government and politics. He previously served as a news reporter at The Virginian-Pilot, the Daily Press and at newspapers in Oregon and Arizona, and he has written about a variety of issues at the local, state and federal levels. Shawn also is an adjunct professor at Thomas Nelson Community College, where he teaches composition and persuasive writing courses.

Brian Coy Senior Director of Public Affairs

​Brian is Senior Director of Public Affairs at Capital Results and has more than 10 years’ experience in the communications arena. Before joining Capital Results, Brian served as Communications Director to Virginia Governors Terry McAuliffe and Ralph Northam, where acted as a spokesman and senior adviser to both governors and their cabinet and helped oversee the work of agency communications departments across state government.

Before joining state government he served as the Communications Director for the Democratic Party of Virginia, a Press Secretary on a Governor’s race in Connecticut and a strategic communications consultant to political, nonprofit and corporate clients. Brian manages a variety of clients in the areas of public affairs, crisis communications and issue management. He specializes in designing winning strategic communications programs to help clients achieve their objectives. A graduate of James Madison University, Brian lives in Richmond with his wife and two children.

Laura Berne Accountant

​Laura is a long standing employee of Capital Results and serves as the Accounting Manager, handling everything from making sure the lights stay on to compiling the Financial Statements. She’s a critical part of the team who makes sure that client and company resources are properly utilized, and at the end of the day can account for every penny spent. She has over thirty years of experience in accounting, software support and implementation of accounting software in a variety of business environments.

In addition to her responsibilities with Capital Results, Laura is also active in her community as a founding Director for Keep Montpelier Rural and an active member of the Charlottesville chapter of the Virginia Dressage Association.

Originally from the Mojave Desert in California, Laura studied business at California State University Fullerton and Irvine Valley Community College. She lives at her farm, Respite Farm, in Montpelier, Virginia with her husband, horses and two very special miniature donkeys.

Jay Smith Partner

​Jay is a partner at Capital Results and oversees the communications division of the company, helping clients from all sectors of the economy achieve their policy and strategic goals. He plays a critical role in developing the overall strategy for the client and helps establish priorities, timelines, metrics and tactics to ensure that progress is constantly being made. He has led successful campaigns for a number of major clients in the areas of strategic communications, coalition development and grassroots advocacy. Jay’s strength is helping organizations use proven public affairs tactics to achieve their public policy goals, as well as finding new, innovative ways to communicate in the ever-changing world of public policy communications. He was featured in the Richmond Times-Dispatch for his work assisting United Airlines in being awarded a new route from Washington, DC to Beijing, China and in 2010 was named one of Richmond’s Top 40 Under 40. He has been a guest lecturer in public policy communications at Virginia Commonwealth University and at other communications classes around Richmond.

Jay is a leader in the firm’s media relations, public relations and marketing divisions. He has worked on a number of issue advertising campaigns in several states. He helps clients navigate clients’ interactions with reporters, editorial writers and opinion leaders to positively influence media coverage of client issues. Jay is equally comfortable working in front of the camera as he is on background. Utilizing public relations, media relations, grassroots and all forms of advertising he has developed winning campaigns to promote issues, projects and services in a variety of industries, including energy, technology, healthcare and transportation.

Before joining Capital Results, Jay served as Special Assistant to Governor George Allen in the areas of communications, policy and research. Jay continued working for Governor Allen through his statewide political action committee and successful campaign for United States Senate.

Rob Shinn Partner

​Rob assists clients in the areas of business consulting, government affairs and strategic communications. He leads a variety of Capital Results client teams covering a wide variety of practice areas including: energy, transportation, telecommunications, health care, retail and education. Many of Rob’s projects involve helping clients solve challenging problems that require strategic planning and precise execution. His clients frequently need help achieving an objective that requires a combination of government relations and strategic communications. He also has a vast network of political, corporate and community contacts to assist with projects.

Rob has a track record of success when it comes to helping clients achieve objectives. People typically do not come to Capital Results to accomplish easy objectives, so most of these wins have been on challenging projects. Examples of projects Rob has led include: helping a client overcome determined opposition to build a new retail center, leading a coalition effort to pass a high-profile piece of controversial legislation, building a strategy to help a client achieve an aggressive budget request, and working to get government approvals to construct a major infrastructure project.

Rob has been profiled twice in the Richmond Times-Dispatch and was recently named one of the 75 most powerful people in Richmond. Prior to joining Capital Results, Rob was the senior advisor to former U.S. Treasury Secretary John W. Snow during his tenure as Chairman of CSX Corporation. He also served as Special Assistant to the Secretary of Economic Development in Virginia. Rob is active in the Richmond community and has served on more than a dozen charitable and community boards including The Virginia Community College System, Collegiate School, Maymont Foundation, Science Museum of Virginia Foundation, and CenterStage Foundation.

Julie Rautio Partner

​Julie is the founding partner of Capital Results. The company opened in 1998 with the idea that actively and creatively engaging citizens in even the most complex public affairs issues would lead to more successful efforts to change public policy.

While her work is primarily in developing strategic communications campaigns, with her depth of knowledge in government affairs her work often straddles the two practice areas to help clients achieve their goals. Julie believes in a hands-on approach and uses a broad network of relationships in government, politics and the media to help clients effectively communicate on policy issues.

Julie’s background prior to founding the company was primarily political communications, having served Governor George Allen and Vice President Dan Quayle.

Bea González Partner

​Bea is a partner at Capital Results and has more than 20 years’ experience managing a variety of clients in the areas of government relations and issue management. Her practice began working with legislative and executive branches and regulatory agencies in Virginia, but she has now represented clients over 40 states around the country. She also represents corporate interests at the national level by working with Attorneys General and Governors associations, as well as other national legislative organizations. Bea represents a diverse group of clients and has expertise in health care policy, telecommunications, tobacco, technology, manufacturing and environmental matters. She has built a reputation for taking on controversial and complex client issues and developing winning strategies at the local and state levels of government and regulatory agencies. Bea also works with the development community to find solutions to challenging projects and managing relationships through the local land-use, permitting and public hearing process.

Before joining Capital Results, Bea worked with the government relations team at a major Southeastern law firm. She also served as the Finance Director for the Republican Party of Virginia and as a consultant for the Republican National Committee and the National Rifle Association in Washington, D.C. She has served on a number of political, community and charitable boards, and is currently on the VCU Massey Cancer Center Advisory Board as well as Carry the Future, which collects baby carriers for refugee families across Europe. Bea has been named one of the Outstanding People in Richmond under the age of 40.

Robert Baratta Partner

​Robert specializes in representing clients and advocating for them before governmental bodies, developing multi-state strategies and assisting clients with regulatory and procurement issues. He is an expert on state budgetary and appropriations processes. He also assists corporations with regulatory and business issues before state agencies and commissions.

Prior to joining Capital Results, Robert served as Deputy Chief of Staff to Governor George Allen, Deputy Budget Director for the Virginia Department of Planning and Budget, Assistant Secretary of Commerce and Trade for Virginia and legislative staff to a committee chairman in the Virginia General Assembly. Robert also served in the U.S. Army for 14 years in various duty assignments, including in the Office of the Secretary of Defense at the Pentagon and as Assistant Professor at West Point. In the private sector, he was the director of business development for a major Southeastern law firm and business development manager for a national transportation asset management company.

Robert earned a B.S. in Engineering from the United States Military Academy at West Point and a M.A. in Law and Diplomacy from the Fletcher School of Law and Diplomacy at Tufts University.
