Robert specializes in representing clients and advocating for them before governmental bodies, developing multi-state strategies and assisting clients with regulatory and procurement issues. He is an expert on state budgetary and appropriations processes. He also assists corporations with regulatory and business issues before state agencies and commissions. In particular, Robert has successfully helped market disruptors in the health care industry navigate state statutory and regulatory challenges across the country.
Prior to joining Capital Results, Robert served as Deputy Chief of Staff to Governor George Allen, Deputy Budget Director for the Virginia Department of Planning and Budget, Assistant Secretary of Commerce and Trade for Virginia and legislative staff to a committee chairman in the Virginia General Assembly. Robert also served in the U.S. Army for 14 years in various duty assignments, including in the Office of the Secretary of Defense at the Pentagon and as Assistant Professor at West Point. In the private sector, he was the director of business development for a major Southeastern law firm and business development manager for a national transportation asset management company.
Robert earned a B.S. in Engineering from the United States Military Academy at West Point and a M.A. in Law and Diplomacy from the Fletcher School of Law and Diplomacy at Tufts University. He is a history buff, avid collector of political ephemera and rare books, and is filling his second term on the Virginia Capitol Square Preservation Council.
